About Us

Our Story | Bridging the Implementation Gap

In early 2026, after 15 years of work supporting governments and development partners across more than 40 countries, Blaise Murphet convened a select cohort of safe and sustainable transport practitioners with direct experience in delivering safe and sustainable transport systems through complex government environments – what began as an exploration of our sector’s most pressing challenges evolved into the foundation for Crossroads.

We saw a critical gap: the challenge was not a lack of technical knowledge, but the ability to operationalise it within the realities of government cycles and local constraints. Crossroads was born from a shared purpose: to close the gap between what is known to work and what is actually delivered on streets and roads.

We are a team of builders, not observers. Transport safety fascinates me because we often know the problem, know the evidence and solutions, yet still do not achieve the outcomes we seek. To me, a huge part of that is how people engage. When we create the right environment for effective engagement and communication—one that allows key actors to come together, embrace difference and find a way forward—it’s exhilarating.”

Blaise Murphet is a global consultant with extensive experience leading national and international safe and sustainable transport initiatives, with a particular focus on road safety. He has worked with governments, multilateral partners and non-governmental organisations across more than 40 countries, specialising in capacity building, advocacy, strategy development and strategic communications.

His work has included supporting a wide range of global and regional organisations, including the Asian Development Bank, World Bank, FIA, FIA Foundation, YOURS, the Transport Accident Commission in Victoria, Australia, and the Global Road Safety Partnership, where he coordinates the Global Road Safety Leadership Course with Johns Hopkins University.

Blaise believes outstanding engagement involves a strong technical base, building meaningful relationships and giving as much power to people as possible within a purposeful context. A key career highlight was his work on the rejuvenation of a transport corridor in Ulaanbaatar, Mongolia. Through a grassroots, community-led communications and engagement approach, he helped build trust with government and create space for a locally owned process. The result was a holistic corridor renewal with benefits for businesses, school access, road safety and personal safety.

He holds a master’s degree in Global Media Communication from the University of Melbourne, serves as a Visiting Fellow at the George Institute for Global Health, and is a three-time recipient of the Prince Michael International Road Safety Awards.

Ping is seasoned mobility strategist with 20 years of experience across safe and sustainable mobility, local government and non-governmental organisations (NGOs). She is a principal advisor, strategist and communicator who works at the intersection of policy, evidence and community insight to help organisations deliver safer and more just transport outcomes.

She is currently Principal Advisor in road safety for local government in Auckland, New Zealand, and principal of Stride, a consultancy supporting clients outside of New Zealand on road safety leadership, strategy and change. A key career achievement was leading the development of Auckland’s Vision Zero strategy—an award-winning, partner-endorsed collaboration that set ambitious regional safety targets. Her broader work has included speed management, deterrence, policy advocacy, stakeholder engagement and strategic communications, and has been recognised through international and Australasian road safety awards, including being part of the team awarded a Prince Michael International Road Safety Award for safe speeds achievements.

Ping brings a distinctive combination of systems thinking, policy insight and narrative skill. She is a co-author of best practice guidance in road safety management leadership and development and holds a Master of Planning Practice (Honours) from the University of Auckland. Growing up in New Zealand with South-East Asian heritage, she brings a global outlook shaped by volunteering, language learning and lived experience across India, the Middle East, South America and the Pacific.

“As a young child growing up in Bogotá, I used to play an imaginary game on journeys through the city. I would blink and picture a tree, a park, or something more attractive appear. Much of my career has been about turning that instinct into action: changing the form of cities and creating calmer, safer and more enjoyable journeys. I joined Crossroads because I see a gap that cities need filled. When leaders want to be bold and strategic, they need trusted partners who can help them answer key questions: what is our best next step, how do we build alignment across institutions, and how do we manage the political costs of change?”

Claudia Díaz is an urban mobility and public space leader with more than 16 years of experience across public sector leadership, development banking, transport policy, planning and delivery. She is the former Secretary of Mobility of Bogotá, Colombia, where she directed mobility and public space policy for a city of eight million residents and led a team of 3,000 people.

Her tenure delivered major street transformations, including expanded cycle tracks, public space interventions and high-capacity transit corridors, in close alignment with Bloomberg Philanthropies, the FIA (International Automobile Federation) and the Global Designing Cities Initiative. Previously, as Bogotá’s Director of Road Safety, she led the city’s Vision Zero Policy, Speed Management Plan, safe school travel programmes and emergency COVID-19 bikeways.

Her leadership has been recognised through major international honours, including the Prince Michael International Road Safety Award, Bloomberg Mayors Challenge for Ciempiés (safe school travel programme), Bloomberg Global Speed Challenge, Global Designing Cities Initiative’s Street Shaper Award and Bogotá’s recognition through The Earthshot Prize.

Complementing her city leadership, Claudia has worked at the Inter-American Development Bank, preparing loan operations and technical cooperations, contributing to its Paris Agreement alignment guide, and integrating safety metrics across Latin America and the Caribbean projects. She holds a Master of Science in Civil Engineering, specialising in transport, and a Bachelor of Science in Environmental Engineering.

“I completely agree with Edward Glaeser that ‘cities are humanity’s greatest invention’. Here it’s easier to fall in love, easier to meet people, it’s where we can develop as people. My vision for the city is one where we can all access the opportunities of the city, in a simple and safe way. The fundamental democratic tool of cities to achieve this is public transport. I have a great passion for public transport because it makes us all equal, benefits the vulnerable and creates safety and sustainability through freeing us from solving mobility as individuals, which only leaves many people a choice between cars or motorcycles.”

Dr Alvaro Guzmán has more than 20 years of experience across the mobility sector, spanning leadership in Ecuador’s public transport institutions and international road safety consulting. He holds a PhD in transport policy development from the University of Leeds.

He is currently a Road Safety Consultant for the Global Road Safety Partnership (GRSP). His previous senior leadership roles in Ecuador include Executive Director of the National Transit Agency (ANT), Undersecretary of Land and Rail Transport, Secretary of Transport for Ecuador, and Operations Manager for the Quito Metro.

As Executive Director of the National Transit Agency, Alvaro tackled a critical crisis where intercity buses accounted for 12% of Ecuador’s road fatalities. By designing and executing a comprehensive, multi-institutional policy that aligned the Ministry of Transport, national police, and enforcement agencies, he delivered a historic 72% reduction in deaths within just a single year.

Alvaro grew up surrounded by Ecuador’s exceptional cultural and natural diversity, which has shaped both his commitment to equitable and just transport systems and his ability to navigate complex delivery environments. One of his areas of expertise is the intersection of power dynamics and public policy in transport. His ability to identify and effectively respond to less visible interests across institutions and stakeholder groups has enabled delivery of results.

He enjoys riding his bicycle and believes the bicycle has enormous potential to calm city life.

“Transport has always been part of my life. My dad left school at 15 to work as a car mechanic, and as a young man I became fascinated by how the brain works. Bringing those interests together led me into transport research and automatednomous driving, where psychology, mobility systems and my values around safety, environment and equity all come together. Across my global work, the human and social perspective has always mattered most: helping leading organisations move beyond building roads to building transport systems that care for communities.”

Dr Nick Reed has worked at the cutting edge of transport research and future mobility for more than 20 years, specialising in human factors, road safety, automated vehicles and mobility systems. He was Academy Director at TRL, the UK’s Transport Research Laboratory, before becoming Head of Mobility R&D at Bosch, where he helped shape responses to mobility challenges in cities including London, Mexico City, Chicago and Bengaluru.

He later founded Reed Mobility, an independent consultancy working with public, private and academic partners to support transport systems that are safe, clean, efficient, ethical and equitable. His clients have included the European Commission, the UK Department for Transport, Transport for London, Waymo, PA Consulting, Steer and Mott MacDonald.

A key career highlight was his 2021 appointment as the first independent Chief Road Safety Advisor to National Highways, supporting its ambition of zero harm on the strategic road network by 2040. He has also been appointed to the Department for Transport’s Science Advisory Council.

Nick is a chartered scientist and psychologist, a trustee of the Road Safety Trust, a non-executive director of FISITA, a Fellow of the Chartered Institution of Highways and Transportation, and a Member of the Association for Road Risk Management.

“I grew up as one of five children, and at school we were the odd ones out who arrived by bicycle. Years later, when a chance career opportunity brought me into transport, I realised it was my childhood freely roaming by bike that made safe and sustainable mobility intuitive to me.

In my work, I enjoy moving between diverse contexts and adapting quickly. Whether it is humour, flexibility or resilience, I thrive in environments that call for rapid learning, collaboration and leading change.”

Saúl Alveano is a road safety and sustainable mobility specialist with 17 years of experience spanning public policy, programme leadership and institutional reform across Mexico, Latin America and Africa. He brings a combination of technical expertise and practical government experience, supporting the design and delivery of safer, more efficient transport systems.

He served as General Director of Road Safety at the Ministry of Transport in Jalisco, where he led a dedicated team and helped advance the Safe System approach through the State Road Safety Committee in his role as Secretary General. His work strengthened coordination across agencies and contributed to progress on road safety priorities at the state level.

A key career highlight was his pivotal role in bringing the 7th Safer City Streets meeting of the International Transport Forum (ITF) to Guadalajara, Jalisco, in 2022—an achievement that reflected the city’s leadership as an epicentre for safe and sustainable mobility in Latin America.

Previously, at World Resources Institute Mexico, he led road safety and sustainable transport initiatives across multiple regions, partnering with governments to develop policy, programmes and data-informed solutions.

His experience spans public sector leadership, international cooperation and project implementation, with a consistent focus on improving road safety outcomes and creating better urban mobility systems. He holds a degree in Civil Engineering and a Master’s degree in Architecture with a focus in urbanism.

“When I was a teenager, I lived in Argentina, England, and Spain. One of my earliest memories from high school in Madrid was hearing classmates debate which bicycle helmet was the coolest. In contrast, in my neighborhood in Argentina the competition was who had the fastest, most worn-out motorbike. Today, understanding context first continues to shape the way I approach urban mobility. I believe in combining technical expertise with an appreciation for the social and cultural realities that influence how people move through their cities.”

Pedro Scarpinelli is a mobility and road safety specialist with more than 13 years of experience spanning local, state and national government in Argentina, alongside work with international organisations and the private sector. He is the former Executive Director of Argentina’s National Road Safety Agency (ANSV), bringing a strong combination of public sector leadership, strategic delivery and cross-sector collaboration.

A key career achievement was spearheading private sector investment in local government road safety programmes during his time as Executive Director, with four companies investing across six local governments within the first year.

Previously, as Safe Infrastructure and Mobility Coordinator for the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS), he provided technical support and strategic insight on transport projects.

Pedro has held leadership roles at local and provincial levels, including leading mobility policy for the Government of the City of Buenos Aires and serving as Director of the Road Safety Observatory and Statistics Unit for the Province of Buenos Aires. He has worked as an advisor to the Inter-American Development Bank (IDB), the World Bank, and the Development Bank of Latin America and the Caribbean (CAF),  helping shape the roadmap for electric mobility in Argentina and LAC by aligning key strategic documents and policy direction.

He holds a Bachelor’s degree in Government and International Relations from the Argentine University of the Enterprise (UADE) and a Master’s degree in Sustainable Transport from the University of Leeds.
